Witness Testimony from National Pardons Centre Concerning Bill C-23B

What: The Standing Committee on Public Safety and National Security will hear expert testimony from Michael Ashby of the National Pardons Centre concerning Bill C-23B. Mr. Ashby will present evidence and recommendations that would:
- Abandon the proposed name change from 'pardon' to 'record suspension'
- Maintain wait times introduced through Bill C-23A
- Permit only gradual fee increases
- Abandon the proposed 3 strike rule
The Government rolled out the first half of its reforms to rules governing pardons in May 2010 with Bill C-23A. Bill C-23A introduced longer wait times, a more effective classification system, and a more rigorous and comprehensive review system.
