OTTAWA, June 5, 2017 /CNW/ - The Government of Canada and Irving Shipbuilding Inc. are extending the submission deadline for the Canadian Surface Combatant Request for Proposals (RFP). To maximize value for Canadians we continue to work into close partnership with industry and we are responding to all questions from bidders resulting in this extension. Previously scheduled for June 22, 2017, the deadline for bid submissions is expected to be no sooner than mid-August 2017.
As per the RFP, bidders can submit draft bids for review until June 15, 2017. These bids will not be scored, and financial information will not be submitted, but bidders will be informed if any part of their submission is non-compliant, so they can make adjustments before submitting a final bid.
Following the compliance review deadline of June 15, 2017, the Government of Canada will review the draft bids. The time required for this review will depend on the number and quality of draft bids received. Feedback will be given to the bidders, who will then have 4 weeks in which to revise their bids. We will continue to be open and transparent throughout this process.
This is the second extension granted through this RFP process. The original deadline was set for April 27, 2017. On February 16, 2017, the deadline was extended to June 22, 2017. All questions from bidders have been answered, and pre-qualified bidders are working with this amended RFP.
It is not unusual for bidding periods to be extended, particularly for complex initiatives such as this one, which is the most complex procurement project undertaken by the Government of Canada in recent history.
With this extension, targeted completion for the procurement process moves to 2018 from fall 2017. The start of ship construction remains scheduled for the early 2020s.
