Alberta Securities Commission announces appointment of new Vice-Chair

CALGARY, March 24, 2014 /CNW/ - The Alberta Securities Commission (ASC) is pleased to announce that the Lieutenant Governor in Council has appointed Tom Cotter as a Vice-Chair of the ASC for a six-year term effective April 1, 2014.  

As Vice-Chair, Mr. Cotter will act as an adjudicator of certain applications, disputes, appeals and enforcement proceedings and will also serve as a Commission Member.  Members act as the ASC's board of directors overseeing the management of the Commission as well as considering and approving changes to Alberta securities laws. 

Mr. Cotter is a partner in the Business Law Group at McCarthy Tétrault in Calgary.  He brings extensive experience to the ASC, having advised companies and investment firms on public offerings, private placements, cross-border financings, mergers and acquisitions, reorganizations, recapitalizations, going-private transactions, corporate governance, proxy contests and regulatory compliance.

Mr. Cotter has been an instructor and guest lecturer at the University of Calgary faculties of Law and Management, and an instructor for the bar admission course at the Legal Education Society of Alberta. He was called to the Alberta bar in 1992 and served a clerkship with the Supreme Court of Canada.

Mr. Cotter received his LLB from the University of Calgary and upon graduation was awarded the William A. McGillivray Gold Medal in Law for the highest academic standing in the graduating class.

The ASC is the regulatory agency responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors.  As a member of the Canadian Securities Administrators, the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.
