Alberta Securities Commission announces appointment of new Vice-Chair
CALGARY, May 10, 2018 /CNW/ - The Alberta Securities Commission (ASC) is pleased to announce that the Lieutenant Governor in Council has appointed Kari Horn as a Vice-Chair of the ASC for a term to expire on April 30, 2024.
"Kari brings exceptional depth and breadth of knowledge of securities laws and regulatory matters to this role," said Stan Magidson, Chair and Chief Executive Officer. "As General Counsel, she provided insightful analysis respecting Alberta securities laws and actively participated in strategic discussions regarding policy direction. Our Vice-Chairs play an important role as adjudicators in enforcement and other proceedings. I am delighted that Kari will continue her strong contributions to our mandate of ensuring a fair and efficient capital market, while promoting strong investor protection."
As Vice-Chair, Ms. Horn will also serve as a Commission Member. Members act as the ASC's board of directors overseeing the management of the Commission, as well as considering and approving changes to Alberta securities laws.
Ms. Horn possesses extensive legal and regulatory experience. She has been a member of the ASC's senior management team as General Counsel since 2005. In this role, she led the group responsible for providing specialized legal advisory services to the Commission, staff, and market participants. She assisted in formulation of the Commission's strategic policy direction and provided research and advice on emerging issues including such matters as developing a regulatory response to corporate governance and investor confidence concerns. Prior to her appointment as General Counsel, Ms. Horn worked in the ASC's Office of the General Counsel as Senior Legal Counsel and Associate General Counsel.
Before joining the ASC in 2003, Ms. Horn was a partner at TingleMerrett LLP, where she practiced securities, corporate and commercial law. Prior to joining TingleMerrett LLP, Kari practiced corporate, securities and oil and gas law in the Calgary office of Blake, Cassels & Graydon LLP.
Ms. Horn holds degrees in business and law from Bishop's University and the University of Victoria, respectively. She was called to the Alberta bar in 1994 following articles of clerkship with the Court of Appeal of Alberta and Blake, Cassels & Graydon LLP.
The ASC is the regulatory agency responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators, the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.
