Board changes at Tarion Warranty Corporation
TORONTO, April 27, 2015 /CNW/ - The Board of Directors of Tarion Warranty Corporation has elected Mark Basciano as Chair of the Board and Lea Ray as the Vice-Chair.
Mr. Basciano is the President/Owner of the Mountainview Group, a Tarion registered builder located in the Niagara Region. He has been a member of the Tarion Board since 2009. He served as the Chair of the Governance Committee for the past three years and has also served on the Consumer Committee, Regulatory Affairs Committee, Human Resources & Compensation Committee and was a member of the Builder Education Task Force. Mr. Basciano was a Director for the Ontario Homebuilders Association from 2003 to 2008 where he served as first Vice President in 2006/2007 and as President in 2007/2008. He was also a Director for Meridian Credit Union serving as a member of the Credit and Investment Committee, Community Relations Committee and the Governance Committee.
Newly elected Vice-Chair Lea Ray is a Chartered Professional Accountant and currently a Director of the Workplace Safety & Insurance Board. She has served on the Professional Conduct Committee for the Chartered Professional Accountants of Ontario and as a Board member and volunteer for several non-profit health, conservation, and charitable institutions. She holds an ICD.D designation granted by the Institute of Corporate Directors. Ms. Ray has been a member of the Tarion Board since 2010.
Tarion is governed by a Board of Directors with members representing key stakeholders within the housing industry. This includes builders, consumer advocates, the financial community and provincial and municipal levels of government. The Board's governance structure was created to ensure key stakeholder representation.
Tarion's Board of Directors consists of 16 members nominated or appointed as follows:
- Eight non-builders:
- Five appointed by the Minister of Consumer and Government Services;
- Three nominated at large and selected by the Nominations Committee;
- Eight nominated by the Ontario Home Builders Association (OHBA) and selected by the Nominations Committee.

Tarion Warranty Corporation is a private, not-for-profit corporation established in 1976 to serve as the regulator of the new home building industry in Ontario. In this role, Tarion licenses all new home and condominium builders pursuant to provincial legislation. This statute requires new home builders to provide purchasers with warranty coverage that is guaranteed by Tarion. Tarion also establishes minimum time standards for after-sales service and adjudicates issues between homeowners and builders. As of the end of 2014, more than 365,000 homes in Ontario were protected under warranty.
