Contract sharing scheme in Montreal, Laval and Saint-Jérôme: The Disciplinary Council of the Ordre des ingénieurs du Québec strikes Serge Duplessis permanently from the roll Français
MONTREAL, June 5, 2017 /CNW Telbec/ - The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on sanction in the case of Serge Duplessis, who will be permanently struck from the roll. In its decision, the Disciplinary Council also ordered Mr. Duplessis to pay all costs in connection with the proceedings, including publication costs.
For setting up contract sharing schemes that made it possible to circumvent the competitive bidding processes of the cities of Montreal, Laval and Saint-Jérôme, participating in them on several occasions and encouraging his colleagues to do so as well, Mr. Duplessis was found guilty of violating several sections of the Code of Ethics of Engineers, specifically those that concern a lack of integrity, the use of dishonest or doubtful practices, and situations of conflicts of interest.
Mr. Duplessis' alleged offences were committed between 2003 and 2009, while he was Vice-President of the firm Dessau.
The full version of the Disciplinary Council's decision, including the summary of charges, is available on the OIQ's Web site.
As a reminder, the sanctions imposed by the Disciplinary Council are meant to protect the public by dissuading professionals from repeating offences and by setting an example for other members of the profession.
