Contract sharing scheme in Quebec City - The Disciplinary Council of the Ordre des ingénieurs du Québec strikes Jean-François Lapointe from the roll for a period of 18 months
MONTREAL, Nov. 17, 2016 /CNW Telbec/ - The Disciplinary Council of the Ordre des ingénieurs du Québec (OIQ) rendered its decision on guilt and penalty in the case of Jean-François Lapointe, who will be struck from the roll for a period of 18 months. In its decision, the Disciplinary Council also ordered Mr. Lapointe to pay all costs in connection with the proceedings, including publication costs.
For participating in a contract sharing scheme that allowed him to circumvent Quebec City's competitive bidding process, Mr. Lapointe was found guilty of violating three sections of the Code of Ethics of Engineers pertaining to integrity, the use of dishonest or doubtful practices and situations of conflicts of interest.
Mr. Lapointe's offences were committed between 2006 and 2010, while he was manager of the municipal group at Dessau in Quebec City.
The penalties imposed by the Disciplinary Council are enforceable when the appeal period has expired. They are intended to protect the public, dissuade professionals from repeating offences and set an example for other members of the profession.
