Contract sharing scheme: The Disciplinary Council strikes Nicholas Théberge from the roll for 8 months and fines him $8,000

MONTREAL, July 5, 2017 /CNW Telbec/ - The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on sanction in the case of Nicholas Théberge, who will be struck from the roll for a period of 8 months and fined a total of $8,000. In its decision, the Disciplinary Council also ordered Mr. Théberge to pay all costs in connection with the proceedings, including publication costs.

For participating in a contract sharing scheme that made it possible to circumvent the competitive bidding processes of the cities of Laval and Montreal, paying a rebate to a representative of Laval's municipal administration in order to obtain a contract, and participating in a false billing scheme, Mr. Théberge was found guilty of violating several sections of the Code of Ethics of Engineers, which specifically concern the use of dishonest or doubtful practices.

Mr. Théberge's alleged offences occurred between 2005 and 2006, while he was the director of operations in Laval for Sintra.
