This is the second time the study has been done in Windsor. Last year it showed that 30% of cigarette butts around high schools were contraband tobacco.
The study sheds new light on how easily teens can get access to contraband tobacco.
Contraband tobacco can be found in communities across Ontario. These cheap and easy to get illegal cigarettes are being smuggled and sold in record numbers and quietly undermining government anti-smoking programs.
