Debate on Bill 79 - Reform must take industry challenges into consideration
QUEBEC CITY, Oct 4 /CNW Telbec/ - Quebec's mining industry needs a stable legislative framework, adapted to its realities, so it can realize its full potential and provide benefits to the regions and all Quebeckers. For this reason, the Quebec Mining Association (QMA) hopes that debate on Bill 79 to amend the Mining Act, which is resuming in the National Assembly, will move forward and take into account the heightened international competition facing the industry.
The mineral industry faces a number of challenges, particularly on environmental questions, that require it to adapt, innovate and advance. While it hopes the reform is based on sustainable development principles, the industry agrees with several of Bill 79's provisions, notably the stipulation that companies pay 100% of the financial guarantees for the future restoration of sites.
"We believe Bill 79 respects sustainable development principles in its economic, social and environmental dimensions—principles that the industry embraces," said Michel Leclerc, chairman of the board of the QMA.
The industry also asserts that it supports measures in the law requiring companies to hold consultations before a mining project is launched. Mining companies are already working in partnership with many communities.
"Over the years, the mining industry has evolved considerably when it comes to environmental and social concerns," explained Mr. Leclerc. "Today's mining company executives are highly aware of their responsibilities in these areas."
The mining industry employs about 52,000 people directly and indirectly, and makes an important contribution to the vitality of the Quebec economy, both in the benefits it generates and in technological innovation. The QMA believes that Quebec has natural resources that must be developed in a framework of sustainable development, integrating the economic, social and environmental dimensions.
The QMA hopes that discussions on Bill 79 do not set the stage for a broader debate involving questions of principle that concern not only the mining industry. In this context, debate should be based on objective facts rather than on long-outdated perceptions of Quebec's mineral industry.
