Far North Legislation Can Enable Renewable Energy Investment
TORONTO, Sept. 16 /CNW/ - The Ontario Waterpower Association (OWA) is encouraged by the series of amendments to Bill 191 introduced this week by the Honourable Linda Jeffrey, Minister of Natural Resources and, in particular, the proposals that provide for First Nation's leadership of the development of renewable energy projects concurrent with land use planning. These proposals are consistent with the input provided by the Far North Advisory Council, on which the OWA was one of a number of participants.
"Ontario's Far North holds significant waterpower potential and there are a number of communities actively pursuing development opportunities", said Paul Norris, OWA President. "Our industry remains committed to working with First Nations to help ensure Far North communities have the ability to realize the considerable social, economic and environmental benefits from the sustainable development of waterpower resources."
The Minister introduced several amendments to the Bill this week, including provisions that would enable First Nations communities in the Far North to pursue opportunities in renewable energy and transmission projects prior to completing land use plans. Programs introduced under the Green Energy and Green Economy Act provide strong incentives for Aboriginal communities to participate in the renewable energy sector.
"The OWA fully acknowledges and respects the opposition and concerns expressed by First Nations on this Bill", added Norris. "The jurisdictional issues that have been brought forward can only be addressed through government-to-government dialogue and I remain hopeful that these issues will be resolved."
The Ontario Waterpower Association was formed in May 2001 and represents more than 95% of Ontario waterpower producers. Waterpower is clean, renewable and accounts for more than one quarter of Ontario's energy mix. It is of critical importance in responding to daily and weekly changes in demand. More than 2000 MW of economic waterpower potential has been identified in Ontario's Far North.
