Fraud Investigator Releases Rosa Report 1.0 Exposing Child Abuse
MISSISSAUGA, ON, May 16, 2018 /CNW/ - With the anticipated release of the findings from a year-long daycare investigation, Mr. Gerry Jutsun President of FSI Fraud Security Investigations and Jutsun & Company Law Associates, has released his comprehensive investigative report on actions conducted by the Ontario Ministry of Education and with specific focus on a closed daycare centre in Vaughan, Ontario, Canada.
Titled the Rosa Report 1.0 and named after the former owner Mrs. Rosa Fragomeni, the report expertly details the premeditated and concerted efforts of the Ministry of Education, Early Years Child Care Division, to close down Bliss Montessori school formerly owned and run by Mrs. Rosa Fragomeni.
The Rosa Report 1.0 is the culmination of over 1 year of intensive research and investigation into daycare licensing practices conducted by the Ontario Ministry of Education and specifically the Director of Licensing Pat Cosgrove and her licensing inspectors. Director Pat Cosgrove is the sole sourced and final authority for licensing 1,210 daycare centres in the Toronto North territory, and oversees the care of over 100,000 children.
The report specifically examines and discloses the exact intentions and actions by the Ministry of Education and the licensing Director, to forcefully shut down Bliss Montessori, but with contrived allegations and fallacious facts. The Rosa Report 1.0 is the first report consisting of the archived research and examinations of four eyewitnesses through the sworn affidavits of Mrs. Rosa Fragomeni, Mr. Fabio Fragomeni, Mr. Pareshkumar K. Jotangiya and the Fraud Investigator and author himself, Mr. Gerry Jutsun.
The result of the report and which in part has been delivered to the Minister of Education the Honorable Indira Naidoo-Harris as well as the Attorney General of Ontario, the Honorable Yasir Naqvi, is currently being reviewed by the government to examine and investigate the findings therein. The balance of affidavits are in progress and to be delivered by the end of May 2018. It is expected that the government will respond with their public findings and responding actions to fully investigate the prejudices committed by their licensing inspectors and the Director of licensing.
The findings in the report clearly indicate prejudicial actions committed by the Ministry of Education staff and that put many children attending the daycare centre, in distress and anxiety thereby causing child abuse.
Mrs. Rosa Fragomeni is also alleging physical violence and abuse wherein she was attacked by one of the licensing inspectors, and also received a continual barrage of verbal assaults, threats and intimidation and even a death threat.
Mrs. Fragomeni was highly distressed and fearful enough, to have finally made her experiences known to Premier Kathleen Wynne in 2017, but who would not at the time intervene without substantiated evidence. However Premier Kathleen Wynne should now respond, given that she and her Ministers are in receipt of the compendium of evidence and have been apprised of all the facts that are judiciously researched and presented in the Rosa Report 1.0. The specific allegations of Mrs. Rosa Fragomeni are currently being reviewed by the Ministry of Education and are being tabled for law enforcement for further review and criminal investigation.
The findings by Mr. Gerry Jutsun are not surprising to him, as they are consistent and symmetrical to his first daycare licensing practices report in his FSI Fraud Security Investigations Daycare Licensing Report 1.0, and which was released and delivered to the Liberal government on November 26, 2014 and to then Minister of Education Liz Sandals and current Minister of Finance Charles Sousa. His findings and comprehensive reports are also delivered to other law enforcement and government agencies including FINTRAC - the Financial Transactions Reports Analysis Centre, the Royal Canadian Mounted Police (RCMP) and the Canadian Revenue Agency (CRA) in Ottawa.
The Rosa Report 1.0 is being made publicly available by its author Gerry Jutsun and will be fully disseminated at a proposed press conference to be held in Mississauga, Ontario, Canada on Wednesday, May 23 2018. Members of the press attending will receive copies of the Rosa Report 1.0 as well as all other fraud investigative reports on daycare licensing practices in Ontario, Canada.
