MISSISSAUGA, ON, March 20, 2017 /CNW/ - After a 3 year investigation infused with a compendium of corroborating evidence, a daycare owner and high level fraud investigator is back with his second comprehensive investigative audit, and which discloses massive corruption and fraud in Ontario daycare licensing practices.
In May 2014, Mr. Gerry Jutsun, President of FSI Fraud Security Investigations and Jutsun & Company Law Associates, delivered a comprehensive investigative report on daycare licensing practices, and which was delivered to the Ministry of Education and the opposition parties at Queens Park. This was also the basis of initiating a $26 million lawsuit against the Ministry of Education and citing major oppressive "Gestapo" like daycare inspection practices, as the Toronto Star described it. Mr. Jutsun was keenly aware of the Ministry's daycare licensing practices, because not only is he a professional fraud investigator and former defence contractor advising and protecting the Canadian Department of Nation Defence (DND); he is also the President of Tiny Town Daycare which maintained several daycare facilities throughout the GTA before closing its centers in October 2015.
The lawsuit made news headlines in May 2014, right alongside the Ontario provincial election. The NDP promised specialized funding for daycare if elected and the Liberal's were reelected with a majority government. The insightful investigative report was also delivered to the official opposition with the Progressive Conservatives and Mr. Jutsun made specific contact with former education critic Rob Leone, but who was not reelected, while Liz Sandals was reappointed as the Liberals' Minister of Education.
On December 31, 2013, Mr. Jutsun wrote to then Education Minister Liz Sandals, that there were highly irregular licensing practices and which were being prejudicially imposed on himself and his daycare centers. Shortly thereafter he also personally met with Finance Minister Charles Sousa and cited suspect motives of licensing officials, requesting a full investigation. Finance Minister Sousa responded he would look into the matter, but never responded further. With no response by then Education Minister Liz Sandals or Finance Minister Charles Sousa, Mr. Jutsun followed through with his multimillion dollar lawsuit claim, albeit which did not disclose the true clandestine causes of the prejudicial attacks on him and many other daycare owners.
Now over 2 years later, Mr. Gerry Jutsun is back, but this time with six and possibly many more daycare operators, and a pending claim in excess of $35 million dollars. During the course of the last 3 years, he has met with over 30 aggrieved daycare operators and whom some have now joined in the pending claim against the Crown. Many others would like to join, but are afraid of reprisal attacks by Ministry daycare licensing officials and fear having their licenses blemished or terminated altogether.
Under Proceedings Against the Crown, the claimants must first deliver their evidence to the government for inspection and review, be granted a grace period to examine the legitimacy of the claim and then determine if there is credibility of a claim or if a lawsuit is to proceed. Since the originating claim, Mr. Jutsun has advised the Ministry of Education, represented by the Ministry of the Attorney General of Ontario, that a pending lawsuit is being advanced and subject to disclosure and delivery of the evidence and basis of a credible claim. This now rests on the delivery of the evidence and report Mr. Jutsun is about to publicly release.
With a compendium of amassed evidence and a swelling cadre of new daycare claimants, Mr. Gerry Jutsun with FSI Fraud Security Investigations and Jutsun & Company Law Associates, is about to deliver his public Investigative Audit 2.0 to the Ministry of Education, the opposition parties and the public. However the investigative report will now allege and disclose massive corruption in the daycare licensing branch of the Ministry of Education, including a systemic process of eliciting bribes to grant daycare licenses, racketeering and influence peddling along with oppressive practices of threats and veiled extortion.
As Mr. Jutsun states it "my iconoclastic daycare licensing investigation will unveil massive fraud, collusion, bribery and a secret system of paying "rishwat", to licensing officials in order to obtain a daycare license". The term rishwat is an Indian phrase meaning a bribe. The investigative report is supported with sworn testimony from various former daycare owners who failed and refused to pay inducements for procuring their daycare licenses, and subsequently had their licenses terminated and their daycare centers closed. Mr. Gerry Jutsun has also met with daycare licensing officials and inspectors including Ms. Mary Velanovski, Program Advisor and who have provided invaluable information and insight for his iconoclastic investigative audit.
In fact Mr. Jutsun's Tiny Town Daycare center in Brampton closed due to excessive costs which were deliberately imposed by Ministry licensing officials after an 11 month re-licensing process. The center was purchased by Mr. Jutsun because a previous proposed purchaser did not complete the purchase of the Brampton daycare center, but was granted a full daycare license without ever owning the center. Once Mr. Jutsun bought the childcare center, the same Ministry licensing officials withheld a license and instead imposed a prolonged 11- month inspection process before finally being granted an operating license. When the same daycare center closed in October 2015, the center was immediately taken over by Peekaboo Child Care centres without Mr. Jutsun's knowledge or consent. Once Peekaboo Child Care had acquired the Brampton daycare center, it was subsequently sold to Brightpath Early Learning Inc., Canada's first publicly traded childcare chain.
Mr. Jutsun's daycare Investigative Audit Report 2.0 will be delivered to the Canadian Federal government and the Ontario government, as well as the public in the next few weeks, and will be the supporting compendium of evidence for crystallizing a claim in excess of $35 million dollars against the Crown and various other complicit parties.
