OTTAWA, Feb. 26, 2018 /CNW/ - Her Excellency the Right Honourable Julie Payette, Governor General of Canada, will present honours to 48 recipients during a ceremony on Wednesday, February 28, 2018, at 10:30 a.m. at Rideau Hall.
Recognized for their excellence, courage and exceptional service to the Canadian Armed Forces and to various military organizations, the recipients will be presented with one of the following honours: Meritorious Service Decorations, Decorations for Bravery, or the Sovereign's Medal for Volunteers.
A schedule of the ceremony, the recipients' citations, and background information on the types of honours being presented are attached.

Colonel Sean Thomas Boyle, O.M.M., M.S.C., M.S.M., C.D.

Colonel Boyle was deployed to Joint Task Force–Iraq from April to October 2015 as Air Task Force commander. He quickly established relationships with coalition counterparts that enabled the sharing of operation tactics, techniques and procedures and, in turn, led to the successful conduct of more than 500 combat sorties against the Islamic State in Iraq and Syria. A combat-experienced, charismatic and visionary leader, Colonel Boyle selflessly dedicated himself to the flawless execution of air operations, which significantly raised Canada's international reputation.

During two separate tours as the commander of a special operations task force, Lieutenant-Colonel Hunter displayed unparalleled leadership and competence. His strength and deft command were critical in the aftermath of an incident that injured three operators and killed another in theatre. His tactical innovation modified intelligence collection methodology, resulting in substantially improved kinetic effects against the enemy. With thoroughness, he assured the seamless integration of a specialized team employment, receiving regular praise by the host nation and the coalition leadership.

From May 2016 to July 2017, Colonel Babij was deployed to Baghdad, Iraq, as an intelligence liaison officer for the Ministerial Liaison Team and as commanding officer of Canadian personnel. He provided vital intelligence briefings, liaised effectively with the U.S. military and the government of Iraq, and reinforced the Iraqi Security Forces' capacity to combat Daesh. With inspiring leadership and technical acumen, Colonel Babij has brought great credit to himself and promoted Canada's strategic objectives in the region.

Colonel Irvine was deployed to Kuwait from November 2015 to June 2016 as part of Canada's contribution to the Middle East Stabilization Force. As commander of Joint Task Force–Iraq, he was instrumental in overseeing its transition from a primarily air-based mandate to a holistic one with new capabilities. Moreover, he personally led an initial visit to Jordan to develop options for a Canadian capacity building mission. Colonel Irvine's outstanding performance solidified Canada's reputation within the multinational coalition.

Commander Jason Scott Armstrong, M.S.M., C.D.

Commander Armstrong was deployed from August 2014 to January 2015 to the regions of the Mediterranean and Black seas. As the commanding officer of Her Majesty's Canadian Ship Toronto, he led his crew through successful naval patrols that provided a deterrent and bolstered the maritime situational awareness of Standing Maritime NATO Group 2. Commander Armstrong's outstanding leadership contributed to maintaining the stability and security of eastern and central Europe, and strengthened Canada's commitment to NATO.

Moreover, his expert advice and thorough analysis of intelligence products were well received and trusted by all within headquarters. With steadfast leadership and professionalism, Colonel Banville cemented critical strategic alliances and advanced Canada's interests in the Middle East.

Warrant Officer Carriere filled the role of a senior enlisted medical advisor in a casualty collection point for the Coalition Special Operations Task Force from December 2016 to April 2017. His superior performance provided a seamless integration of medical assets from seven different countries, which provided life-saving medical care to over 270 battlefield-injured casualties. As a result of these efforts, the relationship between coalition forces and the host nation's leadership could not have been stronger.

Master Corporal Chaisson was deployed to Qatar from December 2015 to March 2016 as part of Canada's contribution to the Middle East Stabilization Force. Master Corporal Chaisson provided outstanding support and enabled the effective prosecution of targets in accordance with Canadian policy.

While giving hope to hundreds of youths from a war-torn region, Major Lindsay significantly contributed to mission objectives.

Brigadier-General Macaulay served as the chief of staff of the Combined Joint Forces Land Component Command–Iraq from April 2015 to March 2016. As the senior Canadian Armed Forces representative in Iraq, Brigadier-General Macaulay solidified Canada's reputation among the allied countries of the coalition.

After struggling to come to terms with his experience while serving on a peacekeeping mission in the former Yugoslavia, military veteran Paul Nichols found healing through equine-assisted therapy. He and his wife, Terry, organized The Ride Across Canada, a 211-day trek on horseback that offered local veterans the opportunity to experience the positive effects of equine therapy while connecting with Canadians along the way. Drawing from the ride's success, the Nichols now offer specialized, equine-assisted mindfulness therapy to veterans at their home ranch in B.C.'s Cariboo region.

Lieutenant-Colonel Pletz was deployed to Romania and Lithuania from May 2014 to January 2015 in response to the escalating crisis in Ukraine. Her efforts led directly to the development of world-class tools to address and prevent sexual misconduct by members of United Nations forces.

Major Ward's personal leadership solidified relations at the tactical level and resulted in unprecedented recognition of Canadian national support.

On March 11, 2015, Master Corporal Alisha St. George, then-Corporal Fisher, saved a colleague from drowning in the ocean at Torrey Pines State Beach Park, near San Diego, California. The victim had been caught in a rip tide and was struggling to reach the shore. Seeing his predicament, Master Corporal St. George rushed into the water and, after reaching his side, held the distressed man afloat for several minutes. A lifeguard finally reached them and brought the victim to safety, while Master Corporal St. George made it back to shore on her own.

About the Meritorious Service Decorations
The Meritorious Service Decorations celebrate Canadians who have performed an exceptional deed or activity that brings honour to Canada. The decorations are separated into military and civil divisions, with two levels each: a cross and a medal.
The Military Division recognizes a military deed or activity that has been performed in a highly professional manner or of a very high standard that brings benefit or honour to the Canadian Armed Forces and to Canada.
The Civil Division recognizes remarkable contributions in many different fields of endeavour, from advocacy initiatives and health care services, to research and humanitarian efforts. Created in 1972, Decorations for Bravery recognize people who risk their lives and choose to defy their own instinct of survival to try to save a loved one or a perfect stranger whose life is in immediate danger. The three levels of the Decorations for Bravery reflect the degree to which the recipients put themselves at risk: the Cross of Valour recognizes acts of the most conspicuous courage in circumstances of extreme peril; the Star of Courage recognizes acts of conspicuous courage in circumstances of great peril; and the Medal of Bravery recognizes acts of bravery in hazardous circumstances.
