OTTAWA, Oct. 24, 2013 /CNW/ - The Public Service Alliance of Canada will be announcing a proposal to improve the federal public service labour relations framework during a media conference at its headquarters in Ottawa. The announcement comes on the heels of changes proposed by the Conservative government in the Budget Implementation Act (Bill C-4) that would take away the democratic rights of federal public sector employees.
