The Meritorious Service Decorations (Civil Division) were created by Queen Elizabeth II to recognize great Canadians for an exceptional deed they accomplished over a limited period of time that brings honour to our country. They honour activities or deeds that are often innovative, set an example or model for others to follow, or improve the quality of life in a community.
There are two levels: a cross and a medal. The different levels reflect the scope and impact of the activity or deed. The Meritorious Service Decorations (Civil Division) are part of the Canadian Honours System and are one of the highest honours a Canadian civilian can receive.
