CALGARY, Jan. 24, 2012 /CNW/ - The National Energy Board today issued Hearing Order GH-001-2012 for the Northwest Mainline Komie North Extension application submitted by NOVA Gas Transmission Ltd. (NGTL).
The project is a proposed expansion of NGTL's Alberta System in northeastern British Columbia (BC) and northwestern Alberta (AB). It includes the construction and operation of two new pipeline sections and related facilities.
The Komie North Section would be located approximately 110 kilometres north of Fort Nelson, BC. This first leg of the project consists of building approximately 97 kilometres of 914-millimetre (36 inches) outside diameter pipeline with a starting point near the proposed Fortune Creek Meter Station with a tie-in point on the Horn River Mainline (Cabin Section) near the Encana Cabin Gas Plant.
The Chinchaga Section would be about 76 kilometres northwest of Manning, AB. This second segment involves the construction of approximately 33 kilometres of 1,219 millimetres (48 inches) outside diameter pipeline and would be built alongside the existing Chinchaga Lateral Loop No. 3 from the Chinchaga Meter Station to a tie-in point at the Meikle River Compressor Station.
NGTL is proposing to start clearing during winter 2012-2013, proceed with construction during fall and winter 2013-2014 and be ready for operation by the second quarter of 2014.
The NEB has assigned Brenda Price as the Process Advisor for this project. The Process Advisor's role is to support the public (e.g., landowners, concerned citizens, environmental non-governmental organizations) and Aboriginal groups who intend to participate in the hearing.

The NEB is inviting comments on the Draft List of Issues and the Draft Scope of the Environmental Assessment to be submitted by 6 March 2012.
Members of the public may choose to participate in the hearing in one of three ways:
i. | by seeking intervenor status; | |||
ii. | by filing a letter of comment; or | |||
iii. | by applying to make an oral statement, if an oral public hearing is to be held. |
To be considered for intervenor status, applications must be submitted no later than noon (MST), 6 March 2012. These documents must be sent to the Secretary of the Board, and a copy must also be sent to NGTL and its counsel.
The deadline for filing a letter of comment or, if an oral hearing is to be held, for applying to make an oral statement will be outlined in an Amended Hearing Order that the Board will issue at a later date and which will be posted on its Web site.
