OPP Commence Investigation into Ministry Daycare Licensing Scandal
TORONTO, June 9, 2014 /CNW/ - With events unfolding in the daycare licensing scandal, the President of FSI Fraud Security Investigation, Gerry Jutsun, has now met with OPP detectives and who have received provocative evidence for examination of daycare licensing fraud. Jutsun, who is an expert fraud investigator and also the President of Tiny Town Daycare, previously launched a shocking $26 million dollar lawsuit against the Ministry of Education, citing illegal licensing practices and conflict of interest with the Ministries licensing directors and inspectors.
Jutsun felt the matter was serious enough to invoke the assistance and investigation of the Ontario Provincial Police to further look into the matter, and wrote an earnest plea to Commissioner Vince Hawkes. That request has been answered and the OPP contacted Jutsun for intake of the matter and to commence a thorough investigation with interviews and questioning. Mr. Jutsun has now delivered seminal evidence his firm collected and reviewed for over 6 months prior to the lawsuit being launched.
It was the alarming dissemination of facts unfolding that initially caused Jutsun to beseech assistance from the Minister of Education, the Honorable Liz Sandals, and wrote her an insightful and earnest letter pointing out shocking anomalies and improprieties being executed, as well as reassuring parents in his own daycare centers with his "comfort letter". With this insightful and earnest letter delivered in December 2013, the Minister Liz Sandals failed to respond and with more facts and evidence collated by April 2014, Jutsun levelled a major lawsuit on the Ministry of Education.
As a result of the public disclosure of that landmark lawsuit pertaining to daycare licensing fraud, many other daycare operators have contacted Jutsun and expressed the same dire actions and oppression imposed upon them as well. One in particular has not only come forward, but is now suing the government also. Mrs. Ambereen Shahid, the former owner of First Choice Daycare and Montessori located in Brampton, was forced into selling her daycare center after 7 months of continual inspections and monitoring, only to have her license ultimately forfeited and terminated.
The center was then put up for sale and canvassed with a purported buyer named Ms. Ezeka LaRose (Watson) through a real estate agent named Joseph Ward. The purchase was not concluded with failure of credit conditions to be met. However without concluding the sale of the daycare center, she was immediately granted an operating license for the daycare center and in record time of application, and was then entrusted with the care of more than 20 children in the center. A license was granted and issued on April 4th 2014, by Ms. Sue Ewen, Director, Manager, Licensing and Compliance, and who is also named as a Defendant in Jutsun's lawsuit against the Ministry of Education. Jutsun states that in a phone conversation with Ms. LaRose, she claimed that her license was expedited immediately because she does things "legally".
That license and the purchase transaction were not completed, as Jutsun and Tiny Town Daycare purchased the daycare center from Mrs. Ambereen Shahid, and looked to preserve and rescue the daycare center and children from suspect licensing practices. However now Jutsun is facing a delayed delivery and execution time to obtain a new license for the last month, and the Ministry has imposed a limitation on the daycare center to only 5 childcare enrollments until a new license is to be issued and possibly for 80 children.
Ironically, since the public disclosure of the Ministry lawsuit for $26 million, and an illuminating article in the Toronto Star, Jutsun and Tiny Town Daycare have been granted their full daycare operating license for their 371 Mountainview Road South location in Georgetown. Jutsun has also now been interviewed through Fairchild Television Network, discussing the issues and concerns relating to daycare licensing practices.
The OPP have full carriage of all the facts pertaining to this transaction, as well as a body of other information collated for commencing their investigation. The research and investigation may not conclude until well after the Thursday election of June 12, and most likely will not have any concrete findings until the next few months. Therefore, voters will have to wait for the findings of fact, until after the provincial election.
Jutsun will be further elaborating on the daycare licensing scandal and other government frauds at a press conference on Monday, June 9th, to be held at the Sheraton Centre Toronto, in the Forest Hill Room (4th floor) beginning at 1 p.m. The press conference is open to all members of the press, media and public.
