MONTREAL, Sept. 11, 2018 /CNW Telbec/ - Media are invited to a panel discussion on electoral reform organized by the Société québécoise de science politique, in conjunction with the Mouvement Démocratie Nouvelle (MDN), at l'Université de Montréal on Wednesday, September 12 at 4 p.m.
Speakers will present their research findings on electoral systems:
- André Blais will describe the current state of affairs in Quebec and will be the moderator;
- Ruth Dassonneville, holder of the Canada Research Chair in Electoral Democracy, will discuss proportional models used in Europe;
- Louis Massicotte will report on his research dealing specifically with Germany's compensatory mixed-member proportional system, the model on which the cross-party agreement among Quebec's opposition parties is based;
- Henry Milner will discuss the experience in New Zealand and Scotland, jurisdictions that had the same electoral system as we do and switched to a new model;
- Philippe J. Fournier will analyze the probable impact on election results of changing the voting system, using the Qc125 election simulator.
Lastly, international speaker Darren Hughes, chief executive of the Electoral Reform Society, which advocates for reforming the voting system in England, will talk about the successful electoral reform in New Zealand. Mr. Hughes was a government minister in New Zealand from 2002 to 2011 and was a first-hand witness to the reform, having served in government after two elections held under the new system. He will also show how a model of this type provides better representation for regions, the key objection raised by opponents of electoral reform in Quebec. Finally, he will discuss the massive public support the new voting system has garnered in New Zealand.
