OTTAWA, March 24 /CNW Telbec/ - A new report by the Federation of Canadian Municipalities (FCM) looking at Canada's fraying social safety net and the role of municipal governments will be released today, during a conference call at 11:00 a.m. (All times Eastern Daylight Time).
