Short-listed construction teams invited to bid on Humber River Regional
Hospital project
TORONTO, Oct. 26 /CNW/ - Infrastructure Ontario and Humber River Regional Hospital have released a request for proposals (RFP) to the top three consortia qualified to design, build, finance and maintain its new acute care hospital.
The new hospital will have capacity for 656 beds. It will enable Humber River to provide a more comprehensive range of new services and support for inpatient and outpatient hospital programs, including:
- Greater access to quality health care and increased patient care;
- Reduced wait times;
- Expanded emergency services;
- Increased specialized outpatient services;
- Modern diagnostic equipment for better patient diagnosis and treatment; and
- Updated infectious disease containment systems to monitor and prevent a broad range of infections.
The design and construction of the new hospital will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED®) rating system, with a goal of achieving LEED® Silver certification. LEED® buildings focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources.
The three short-listed companies invited to bid are:
- Future Health Consortium consisting of Bilfinger Berger Project Investments, SNC Lavalin Capital, Walsh Construction Canada, SNC Lavalin Construction Ontario, Bondfield Construction, Honeywell, SNC Lavalin Operations and Maintenance and Cannon Design
- Hospital Infrastructure Partnerships consisting of Fengate Capital Management Ltd., Carillion Canada Inc., EllisDon Corporation, Stantec Architecture Ltd., Scotia Capital, H. H. Angus & Associates Ltd., Crossey Engineering Ltd., Stephenson Engineering Ltd., Read Jones Christofferson, Geo. A. Kelson Company Ltd. and Univex Group of Companies
- Plenary Health Care Partnerships consisting of Plenary Group/HCP Canada, PCL Constructors Canada, HDR Inc., C.F. Møller Architects, Johnson Controls, Hewlett-Packard, Plan Group, Modern Niagara, Smith+Andersen, Halsall Associates and RBC Capital Markets
A request for qualifications issued in May 2010 short-listed the top three teams with the development, design, construction, financial and facilities management capacity to undertake a project of this size and complexity.
Once submissions to the RFP are received and evaluated, the successful project team will be selected and announced in late 2011; construction is expected to begin shortly thereafter.
This investment will create spin-off benefits in the community and region with the supplies purchased from local businesses and the potential for hundreds of construction workers to be employed during the project.
Infrastructure Ontario and the Ministry of Health and Long-Term Care are working with Humber River Regional Hospital to build the new facility, which will remain publicly owned, publicly controlled and publicly accountable.

Humber River Regional Hospital
Humber River Regional Hospital is one of Ontario's largest regional acute care hospitals, serving more than 850,000 residents in the northwest Greater Toronto Area, one of Canada's fastest growing and most ethnically diverse communities.
Humber River Regional Hospital, affiliated with the University of Toronto, operates on three sites (Church Street, Finch Avenue and Keele Street) with a total of 549 beds, 3,000 staff, and approximately 600 physicians. Two full-service emergency departments see a total of 95,000 patients on an annual basis and the maternal newborn program delivers approximately 4,600 babies each year.
Humber River Regional Hospital project
Humber River Regional Hospital's new state-of-the-art acute care facility will be constructed on a block of approximately 27 acres at Keele Street and Highway 401 in northwest Toronto.
Project highlights include:
- Increased capacity on opening from 549 to 656 beds to meet the needs of the growing surrounding community;
- Expanding emergency services to accommodate approximately 15 per cent more visits;
- Increased specialized geriatric outpatient services, which will include clinics, therapy services, medical consultation services and emergency management services;
- Modern diagnostics equipment for detailed, accurate patient diagnosis and treatment; and
- Updated infectious disease containment systems to monitor and prevent a broad range of infections.
Humber River Regional Hospital has three main objectives for the project, Lean, Green and Digital.
Lean - based on the philosophy of form follows function, the hospital will enhance clinical workflow with technologies promoting efficient use of staff and resources. This allows for smooth movement of patients, staff and visitors while reducing waiting times.
Green - Humber River Regional Hospital believes health, health care and the environment are inextricably linked. The design and construction of the new hospital will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED®) rating system, with a goal of achieving LEED® Silver certification. LEED® buildings focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources.
Digital - The key objective of a digital hospital is to utilize the most current technologies possible to enhance all aspects of quality care delivery. It leverages technology wherever possible to improve efficiency, accuracy, reliability and safety. It also allows for easier information flow and access to care providers, patients and community partners.
When completed, the new hospital will be approximately 1.6 million square feet.
