SEPT-ÎLES, QC, July 18, 2018 /CNW/ - The low-rental housing stock in the Côte-Nord region has undergone major renovations over the past four years. From 2014 to 2018, over $46 million were invested in the modernization and improvement of some 1,200-units of housing stock.
This work was funded in equal part by Canada Mortgage and Housing Corporation (CMHC) and the Société d'habitation du Québec (SHQ), which assumed 90% of the costs. Generally, municipalities assume 10% of the costs.
The Member of Parliament for Argenteuil–La Petite-Nation, Stéphane Lauzon, on behalf of the Honourable Jean-Yves Duclos, Minister of Families, Children and Social Development and the Minister responsible for Canada Mortgage and Housing Corporation (CMHC), and Lise Thériault, Minister responsible for Consumer Protection and for Housing, made the announcement today while visiting Le Pionnier, a low-rental housing project in Sept-Îles. This 85-unit low-rental housing project for seniors is currently undergoing modernization work totalling $6 million.
Le Pionnier, one of the tallest buildings in Sept-Îles, has a totally new look since the start of the modernization work, especially following the retrofit of its exterior cladding. This work, combined with the $8.6 million worth of work done in 2017 in the eight low-rental housing projects for families on Brochu Street, contributed to the revitalization of the entire neighbourhood. At Le Pionnier, the ongoing construction allowed for the replacement of windows and doors and the upgrade of the fire safety system. The work, which should be complete by December 31, also includes landscaping and the updating of the ventilation and plumbing systems.

- The cost of the work at the low-rental housing project Le Pionnier is, as follows: CMHC $2.7 million, SHQ $2.7 million and the City of Sept‑Îles $600,000.
- The entire low-rental housing stock in the Côte-Nord region has undergone major work over the past four years.
- To assess the physical condition of the buildings in their low-rental housing stock and do the required work, the municipal housing bureaus (MHB) in Quebec created service centres. The North Shore has two: one for the Sept-Îles MHB and another for the Baie-Comeau MHB.
- Of the $46 million in work, $33.5 million was invested in low-rental housing serviced by the service centre of Sept-Îles municipal housing bureau (MHB), which has 663 units. The remaining $12.5 million was invested in low-rental housing serviced by the service centre of the Baie-Comeau MHB, which has 528 units. See the attached appendix for the list of the main work.
- The service centre of Sept-Îles MHB serves the municipalities of Port-Cartier, Fermont, Havre‑Saint‑Pierre, Rivière-Saint-Jean, Rivière‑aux‑Tonnerres, Longue‑Pointe‑de‑Mingan and Aguanish.
- The service centre of the Baie-Comeau MHB serves the municipalities of Tadoussac, Colombier, Sacré-Cœur, Bergeronnes, Les Escoumins, Forestville, Portneuf-sur-Mer, Longue-Rive, Ragueneau, Pointe-aux-Outardes, Godbout and Chute-aux-Outardes.

Service centre of the Sept-Îles municipal housing bureau (663 units)
- From 2016 to 2018 (ongoing), major renovations of $6 million to Le Pionnier in Sept-Îles, a low-rental housing project with 85 units for seniors. Complete retrofit of the exterior cladding, replacement of the windows and doors, installation of a canopy, installation of a roof over the balcony, upgrade of the fire safety system, mechanical rehabilitation of the ventilation and plumbing systems.
- In 2014 and 2015, complete retrofit of an 11-unit building for seniors in Havre-St-Pierre at a cost of $1 million (roof, exterior cladding, windows and doors, installation of a canopy, upgrade of the fire safety system and mechanical rehabilitation of the ventilation system).
- In 2014, complete retrofit of a 16-unit building for seniors in Rivière-aux-Tonnerres at a cost of $825,000 (roof, exterior cladding, windows and doors, upgrade of the fire safety system, etc.).

- In 2016, major retrofit of a 15-unit building for seniors in Colombier at a cost of $427,000. (retrofit of the exterior envelope and complete renovation of the kitchens).
- In 2017, major retrofit of an 11-unit building for seniors in Tadoussac at a cost of $257,000 (replacement of the exterior cladding)
- In 2017, major retrofit of a 15-unit building for seniors in Portneuf-sur-Mer at a cost of $659,000 (replacement of patio doors, renovation of the kitchens and bathrooms, etc.).
