The Disciplinary Council of the Ordre des ingénieurs du Québec strikes Luc Leclerc from the roll for a period of 10 years

MONTREAL, Jan. 21, 2015 /CNW Telbec/ - The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on sanction in the case of Luc Leclerc, who will be struck from the roll for a period of 10 years. In its decision, the Disciplinary Council also ordered Mr. Leclerc to pay all costs in connection with the proceedings, including publication costs.

Mr. Leclerc was found guilty of lacking integrity and engaging in dishonest and doubtful practices by repeatedly accepting amounts of money ranging from $400,000 to $500,000 from contractors in business with his employer over a period of several years and illegally manipulating the information provided to his employer to give an advantage to specific contractors.

In addition, he was found guilty of lacking integrity by accepting undue advantages from contractors on numerous occasions, failing to maintain his professional independence by avoiding conflicts of interest on numerous occasions, putting his own personal interests before those of his employer, and committing an act derogatory to the dignity of the profession by failing to notify the syndic of other engineers' offences against the Code of Ethics.

Mr. Leclerc's alleged offences were committed between 1996 and 2009, while he was working for the City of Montreal.

The sanctions were imposed by the Disciplinary Council to protect the public, dissuade this professional from repeating the offences and set an example for other members of the profession.
