TORONTO, Nov. 8, 2013 /CNW/ - Toronto Hydro-Electric System Limited ("Toronto Hydro") reminds customers that winter rates are now in effect. From November 1, 2013 - April 30, 2014, the time blocks and prices have changed. This means that customers need to be aware of when they are using electricity - shifting use to off-peak or mid-peak periods can help manage electricity bills.
