Pierrefonds-West, since designated under the 2004 Master Plan as an area to be built, has been the subject of a planning process and several consensus-building activities. In June 2015, Montréal publicly announced the broad outlines of a conservation and real estate development vision for the area. While almost half of the area would be protected, the rest would be used for developing neighbourhoods, notably through the construction of an urban boulevard between Gouin Boulevard West and Highway 40. The OCPM was given the mandate to organize a vast public consultation to validate and enhance the proposed vision. The results of the consultation will serve as the foundation for the drafting of a Special Planning Project (SPP), which will be presented within the framework of a new public consultation.
All interested citizens and groups are invited to participate in the information, discussion and expression-of-opinion activities beginning at the end of month and ending in early May.
On Sunday, March 26, at 11:00 a.m., there will be an Open House Day allowing citizens to visit a number of booths and to talk with the main players involved in the future of the area, including the City and borough. Other stakeholders, such as private owners of most of the land in the area, environmental and community groups, and planning and development professionals, will also be on hand to present their reflections on the future of Pierrefonds-West. The day will also comprise a formal information session, beginning at 3:00 p.m., where the City and borough will lay out their vision. The presentation will be followed by a public question and answer period.
In the following days, on Tuesday, April 4, at 7:00 p.m., a thematic information evening on natural environments will be held. Then, on Sunday, April 9, at 1:00 p.m., there will be a visioning workshop entitled "Imagine Pierrefonds-West", which will invite participants to form small groups and imagine, in a leisurely and creative fashion, the new face of the area. All three meetings will be held at Pierrefonds Comprehensive High School, located at 13,800 Pierrefonds Boulevard, where, on each occasion, drop-in childcare will be available to participants.
During the hearing-of-opinions phase, participants will also be invited to join in online by answering targeted questions in a special section of OCPM's website, providing opportunities to fill-in thematics mini-briefs.
