SAINT-LAURENT, QC, Oct. 3, 2018 /CNW Telbec/ - At its public meeting on October 2, Saint-Laurent Council issued a notice of motion to establish a regulatory framework that prohibits the use of cannabis in public places and parks on its territory. This bylaw should come into force before October 17, the date set for the federal government's law to come into effect, to legalize the consumption of cannabis for non-therapeutic uses. "Every day, we take part in various events in the community and we have noticed that the legalization of cannabis is a very major concern for our residents," explained Saint-Laurent's Mayor Alan DeSousa. "We have heard the many comments expressed by Saint-Laurent residents as such legalization looms large, which is why we are opting for this cautious approach."
This preventive measure involves amending Bylaw 915 on public peace and social order, which now reads: "No person shall be allowed to consume cannabis in a public place or park".
This special measure is in addition to the restrictions already provided for in the federal Act. These are based on the Tobacco Control Act (CQLR c L-6.2) of the Ministère de la Santé et des Services sociaux.
It will therefore be prohibited to smoke cannabis:
- at outdoor play areas intended for children and welcoming the public
- on sports fields and playgrounds
- on traffic lanes specifically designed for cyclists, bus shelters and outdoor waiting areas related to public transit.
These restrictions also apply within a nine-metre radius outside these areas. Offenders are subject to fines ranging from $100 to $2,000 if they commit a second or subsequent offence.
With this cautious approach, Saint-Laurent is striving to find the best balance between the new federal law, the analyses of the Direction régionale de santé publique (DRSP) and lastly, public health and safety requirements for its residents. Saint-Laurent's Administration is convinced that the success of this approach also depends on careful respect for social acceptability, while, at the same time, leaving the opportunity open to make adjustments, if necessary, in the future.
