OAKVILLE, ON, Nov. 10, 2014 /CNW/ - The Ministry of Children and Youth Services, ErinoakKids Centre for Treatment and Development and Infrastructure Ontario announced today that Peel-Halton Partnership (PHP) has been selected to design, build and finance three new children's treatment facilities and has signed a guaranteed maximum-priced contract to deliver the project.
The selection of PHP is the result of an open, fair and competitive procurement process that began in January 2013. Key members of PHP's team include Bondfield Construction Company Limited (developer and constructor), Stantec Architecture (lead architects) and Rocklynn Capital Inc. (financial advisors). The fixed-price contract between PHP and ErinoakKids is for $163.33 million.
At the peak of activity, construction will create approximately 200 on-site jobs across the three sites, benefitting both the community and economy.
ErinoakKids currently operates out of one owned and nine leased sites in Halton, Dufferin and Peel. The redevelopment project will allow ErinoakKids to consolidate programs and services into three state-of-the-art children's treatment centres — in Brampton, Oakville and Mississauga — and enable it to continue its mission to help children and youth with physical, developmental and communication disabilities achieve optimal levels of independence, learning, health and well-being.
The new facilities are scheduled to open in early 2017 and will offer:
- autism services, including intensive behavioural intervention and applied behaviour analysis
- infant hearing and blind low-vision services
- physiotherapy and occupational therapy
- speech and language services
- assistive devices resource services
- medical, nursing and specialty medical services
- respite services (at Brampton location only)
- family support services
The Brampton facility, the largest of the three, will be approximately 121,000 square feet, the Mississauga site will be approximately 93,000 square feet and the Oakville location will be approximately 73,000 square feet. The new facilities are expected to achieve a Leadership in Energy and Environmental Design (LEED®) Silver certification for design excellence and sustainability.

Contract designed for on-time, on-budget project delivery
Peel-Halton Partnership (PHP) has signed a fixed-price contract with ErinoakKids Centre for Treatment and Development and the Province of Ontario to design, build and finance the construction of a state-of-the-art children's treatment centre with locations in Brampton, Oakville and Mississauga.
Contract
PHP participated in an open, fair and competitive procurement process that was overseen by the independent, third-party fairness advisor P1 Consulting Inc.
The value of the contract with PHP is $163.33 million.
As part of Infrastructure Ontario's (IO) commitment to a transparent process, the final contract with PHP will be posted on IO's website in the coming months.
Payment
PHP will receive three payments when substantial completion has been reached on each of the three sites.
In early 2017, ErinoakKids will pay PHP the first instalment of $46.65 million for the completion of the first facility. PHP will receive $51.89 million when substantial completion is achieved on second facility, and a third and final instalment of $64.64 million will be paid to PHP at substantial completion of the third site.
The project is being financed by five banks: Toronto-Dominion Bank, United Overseas Bank Limited, Bank of Montreal, National Bank of Canada, and Business Development Bank of Canada.
