Government of Canada invests in new industrial security system that will improve delivery of services to Canadian businesses Français
GATINEAU, QC, July 17, 2019 /CNW/ - Through the industrial security transformation, the Government of Canada seeks to improve the delivery of security services to suppliers and departments by replacing the electronic systems used for the Contract Security Program and the Controlled Goods Program with a single self-service electronic interface.
Today, the Honourable Carla Qualtrough, Minister of Public Services and Procurement and Accessibility, announced that the Government of Canada has awarded a $12 million contract to KPMG of Ottawa, Ontario, to design and deliver a new industrial security system that meets the government's needs.
As indicated in Budget 2019, this transformation aims to replace the aging systems supporting both the Contract Security Program and the Controlled Goods Program with a reliable, user friendly and highly integrated electronic system that will improve processes, increase efficiency and therefore better meet the expectations of industry, Government of Canada departments and agencies, and their partners.
The new system will be able to support the steady increase in the volume of security clearance requests observed in recent years. It will be a web portal with self-service functions that will make it easier for individuals and businesses to submit completely paperless requests, which will help improve the timeliness of client service while greening government operations.

Quick facts
- The Contract Security Program and the Controlled Goods Program ensure the application of security safeguards through all phases of the Government of Canada's contracting process. They also support Canada's economic growth by enabling Canadian businesses to access classified and sensitive domestic and international business opportunities.
- The majority of services currently delivered by the programs are manual and paper-based. These outdated ways of delivering services contribute to longer processing times for requests.
- The contract is for 29 months and includes four six-month option periods.
- The contract was awarded following an open, fair and transparent competitive procurement process.
