MONTREAL, Sept. 21, 2012 /CNW Telbec/ - The Office de consultation publique de Montréal announces today that it will hold a public consultation on a project to establish a closed composting centre in the borough of Saint-Laurent. The intended site is located to the north of Henri-Bourassa Boulevard, near Highways 13 and 40, in an area where industrial and service activities are permitted.
The consultation was made necessary by Aéroports de Montréal's refusal to welcome one of the facilities on the intended site located on City of Dorval territory. A new site has therefore been chosen for Montréal's western end of the island of Montreal. It is important to note that the agglomeration's master plan sets out that the City, to achieve its goals, must establish organic waste treatment infrastructures as well as a pilot household waste pre-treatment centre. To that end, the development of five infrastructures is planned on four sites spread out over Montréal agglomeration territory. A public consultation was previously held in 2011 concerning sites in Montréal-Est, Saint-Michel, LaSalle and Dorval. The report on that consultation was made public in April 2012 and is available on the OCPM Web site.
The present consultation will be held in two parts. For the first part, the OCPM invites individuals and organizations interested in participating in the first information meeting of the consultation that will be held:

At that meeting, the City will present the project as well as the draft by-laws required to allow the centre to go forward. Citizens will then be invited to ask any questions they would like to obtain as much relevant information as possible about the project and its consequences.
For the second part, on Tuesday, October 30, again at 7:00 p.m. at the same location, citizens will be able to express their opinions and make recommendations concerning the project. To do so, citizens and organizations must signify to the OCPM their intention to present an opinion by contacting Mr. Gilles Vézina at 514-872-8510.
