The report of the Auditor General of Québec is tabled in the National Assembly - Press release no.1 Français
QUEBEC CITY, Nov. 27, 2014 /CNW Telbec/ - Today, Mr. Michel Samson, Acting Auditor General, makes public the report entitled Value-for-Money Audit (Fall 2014). This publication presents the observations of the Acting Auditor General and the results related to two value-for-money audits.
Observations of the Acting Auditor General (Chapter 1)
In this Chapter, Mr. Samson addresses, among other points, some audits he conducted that are of interest to the Québec Taxation Review Committee. Thus, he has submitted a working paper to the Committee in which he has identified some of the key findings and recommendations made over the years in reports related to taxation measures. He also reports on the measures he will take for his organization to contribute to the effort to rationalize the expenditures for the 2014‑2015 budget year.
Design and Management of the Solidarity Tax Credit (Chapter 2)
The Acting Auditor General observes that expenditures related to the solidarity tax credit were $1.71 billion in 2012 instead of $1.35 billion as indicated by the Ministère des Finances du Québec forecasts. Furthermore, he notices that the process put in place by Revenu Québec to administer the tax credit does not include all necessary controls for determining the eligibility of households and for ensuring that the amounts awarded to them correspond to those to which they are entitled. Moreover, the computer system developed does not adequately support the work processes related to the tax credit.
Student Success of Youths Under 20 Years of Age (Chapter 3)
This audit was conducted at the Ministère de l'Éducation, du Loisir et du Sport and at four school boards. M. Samson underlines that the Department does not fully exercise its leadership among the school boards with regard to student retention and student success. He also notices that numerous departmental priorities and orientations have been developed and have accumulated over time. Yet, they are not necessarily based on an integrated vision of priority needs and an analysis of the issues, which does not make it possible to clearly orient actions in a long-term perspective.
